Summon the elders and all who live in the land to the house of the LORD your God, and cry out to the LORD” (Joel 1:13–14). Here the Hebrew for nation is goy, a term usually reserved for the heathen nations. When applied to God’s people, it often is intended as a rebuke. Zephaniah was implying that Judah was acting like the heathen. The NIV’s shameful has also been translated “undesirable” (NKJV). Either meaning would be suitable, but most commentators seem to prefer “shameful” or “shameless.” 2:2.
